Mmm, that’s a hard one, since most popular terrain generation programs require windows/mac/linux installation (e.g. World Machine, World Creator etc.).
You could still use clara.io to sculpt a terrain model or photopea.com to paint a heightmap to use with the PlayCanvas terrain example:
