No there isn’t support for toggling fullscreen mode in ios from JavaScript.
What’s supported only is starting directly in fullscreen mode from a bookmark in homescreen (pwa):
The other thing you can do is advice the user to rotate his device to landscape, that will maximise the viewport size and I think on some iphones allow for scrolling the address bar out of view, essentially giving you a fullscreen canvas.
