I am trying to make nebulae like these:
I thought about using particle systems but a) They don’t really have that effect, and b)The particles die and emit more.
Is there any way to do this?

Just make a 3d model and apply a texture with some alpha on it.

What exactly do you want this nebula to do? Just be a background asset? Or do you want the player to be able to move around it? Do you want it to change its appearance over time? You really need to give more information about what exactly you want it to do. When I said “apply a texture with some alpha”, I meant something like this:
