The screen elements will change positions when using a different size monitor

You may be able to achieve the desired result by enabling the Screen Space option or using the 2D Screen instead of the 3D Screen. If you do that, you can also try changing the Scale Blend to for example 1.
Personally I always try to create a design that fits most screens, including mobile screens. Otherwise you need to create a different design for each screen resolution, to make it fit perfectly.
Please note that the above suggestion does not answer the actual question, because the sliders and checkboxes are HTML elements, while the others are UI elements.
