You could make this in PlayCanvas but you have to go through the code in the codepen, understand it and then convert it piece by piece to PlayCanvas. I had a quick glance at the code in codepen and it looks like you will need a thorough understanding of how Three.JS and PlayCanvas works but it looks like a nice project if you have the time.
