DigitalOcean doesn’t charge you on the credit card unless you specifically opt for paid services. They only need your credit card for verification purposes. Regardless, the other options mentioned by @Jake_Johnson (AWS is amazon web services, but they also require a card for verification) and @Ketan_ATA are great options too.
