Can't find "Enable webvr support" in the setting menu?

follow the " User Manual", it said “You can enable WebVR support in your project in the Render Settings of your project”, but i can’t find the setting

It no longer exists. If you look at the current VR Starter Pack, you can see how to add WebVR polyfill yourself (Settings -> External Scripts) and initialise (webvr-init.js)

The user manual needs updating.
