I can’t run blender but I want to use blender files on sketchfab i find, so could someone download the files and upload them to blender, then export them as FBX for me?

You can use clara.io, it’s a modelling app that runs on a webpage. It’s free to register an account, and it supports importing of .blend files (among a huge list of other known formats).
