Cocoon, Firefox OS and Intel XDK are discontinued - what’s a current solution for building to mobile?

Cordova seems to be alive but it’s a pain. Any thoughts on Xamarin?
That’s a C# framework, not a wrapper?
It has a webview wrapper called xamarin.forms
Might be tricky as PlayCanvas (by default) requires content to be served from a server.
