Do lightmaps ignore layers?

I wanted the lightmap to be created by each light per layer.

However, lights and shadows are applied regardless of the layer of the light and object.

If this is normal, where can I find an explanation about this part in the Manual?

I think runtime lightmaps will be generated taking into account all baked lights and where they shine to (layers).
